Given that's a mason, the scale suggests that he laying up cast stone stretchers. Given that it's a "wall" it is unlikely to be stepped/corbelled back at each joint enough that OSHA would approve of him standing on a joint line, so I'm thinking that his scaffolding happens to be at the same elevation as a masonry joint. Supplies low...and a patched penetration/chip in the top right. Since you've already said that that's his welding helmet, there's just the one thing that I can't figure out ...why the heck is a MASON wearing a WELDING helmet?!

David ... he forgot him goggles, soooo he's wearing that helmet. You can rest your mind now :-)
However the union stewart did chastise him a bit.

i don't have to deal with the unions very much down here in the south, but i am finishing up a project in new jersey that's taught me a thing or two about them. anyway, since you told me to rest my mind i'm not going to ask why he'd need goggles/helmet (for cutting brick) while standing on scaffolding... resting my mind... not thinking.... aaaahhhhhhhhh.....

OK, Tom, I've always been bemused by your agreeing to everyone, no matter how they interpret your picture.

It seems obvious to me (from the picture and then confirmed by comments #2 & 6) that you meant this to be a high-steelworker welding girders on the top of the building. But when David said it was a mason, you then didn't contradict him in #9 and then doubled-down in #12.
