I liked doing this puzzle, but, I thought a rebus was more like a series of pictures representing a phrase or word rather than a neat picture of a word.

It can be either Joseph. Usually there is some kind of action indicated. For example: this would be Count Down

and TOthrowWEL would be Throw in the Towel

So the answer to the puzzle was Coffee Break

Merriam-Webster defines a rebus like this: "a representation of words or syllables by pictures of objects or by symbols whose names resemble the intended words or syllables in sound; also : a riddle made up of such pictures or symbols." I can't remember what you call TOthrowWEL, but it's not a rebus.

Wow, Billie, being that I'm a librarian, I like to see a person quote the dictionary! I actually got the puzzle from a word rebus book. The author states that he also likes to call them Position Puzzles. Do you like that description better?
