Maybe it's similar to when people repeat their post 2-3 times in a row in any forum/comment arena. The lag time keeps the poster from seeing an immediate result so they re-enter it thinking it didn't "take" the 1st time.
Another thought is that it is probably new puzzle-makers who don't see their newly submitted puzzle in the list of "new puzzles". Maybe they are not aware that one's own puzzles don't show up there, but only in the "your puzzles" tab. I admit when I started making puzzles, I was surprized that I couldn't find my new puzzle using the "new puzzle" tab (since I could access it using the "your puzzles" and "create puzzles" tabs) until I clicked it and read the title: "New Puzzles By Other Users"
