Isn't that a happy pastime? Looking at shapes for clouds? And water vapor does indeed form at ground level - some call it fog. Shapes are only limited to our imagination.

...and to answer your original question...yes, clouds can walk on grass. I have seen and walked on a freshly watered golf course just at dawn in summer mornings. The clouds form at waist-high level and the effect is as if one is walking on the clouds. Really, the clouds are walking on the grass!
