Yuck. The black stuff at the top of the puzzle all looks unsolvable. Very hard to even guess the solution.

Well, I did manage to guess the solution, but there are definately lots of possibilities. Seems like it would be easy enought to fix up the black stuff at the top of the picture. It's not all that good looking as it is either.

What does the black stuff represent?

and I thought it was some leftover from the Exxon Valdez oil spill!

I solved it but it won't say that I solved it. I definitely don't ever want to do this one again.

This puzzle has more than one possible solution. It only counts as "solved" if you found the one the author had in mind. Which can only be done by guessing and trial and error. Maybe I should have rejected this one.
#8: Ailsa Hebert (bazette3) on Nov 4, 2007
I think if it has multiple solutions then any solution that solves it should count. I won't waste my time trying to think like the author of the puzzle.

It's great that you can now "peek" at the final solution for just this kind of puzzle -- I wouldn't do it unless I knew that you couldn't get a logical solution, and I like having the completeness.
#10: Merili (merilinnuke) on Dec 30, 2007
I had 5 or 6 "wrong" solutions until I finally found the intended one.

What a messy puzzle. Too much guessing!

it looks like the fish is smoking a strange underwater hookah pipe or something, complete with the smoke
haha

it could be one like this: http://www.ebest365.com/metal-hookah-pipe-coppery-smoking-filter-tobacco-water-pipe_p421.html

Just as a note, I've submitted a new version of this at #23256 as part of my new project to take older unsolvable puzzles and make them solvable. I won't attach any image spoilers here, but I did attempt to solve the puzzle myself before making changes so I would know what to fix. All copyright for the portions used belongs to Chad; I only take credit for fixes and changes to make the puzzle solvable by line and colour logic.
