look at the bottom row - the 3 clue can either go between c1-5 or in c10-12
no matter where it goes, r24c4-9 is always black

Interesting comment in the link you provided, if you read through it all. Apparently this is actually not the Yavapai Observation Station, but the Desert View Watchtower. Not that I'd know, having never been there. Maybe you have and know better? Nice puzzle either way.
