After the line logic, most of the puzzle will be solved. I used two-way logic with the remaining 1 clue in column 16 to see that R14C15 would always be black.#2: Web Paint-By-Number Robot (webpbn) on Jan 16, 2012
Next either R12C14 or R16C14 will have to be black making R12C15 or R16C15 a dot. In either case, R11C15 would have to be black. The same logic can be applied in column 18 with the 2 clue to see that R11C17 will be black. Line logic to finish.

After line logic...
Tying to complete column 14 by putting the "2" clue on the bottom pushes the "3" clue up and makes row 12 invalid; so r16c14 and r17c14 are dots. Similarly with column 18.
