Puzzle Description:

English: "Thus always to tyrants." It is sometimes mistranslated as "Down with the tyrant." It is the official motto of the Commonwealth of Virginia, the image of which I used for this puzzle. This is Virtue conquering Tyranny. The joke in Virginia is that Sic Semper Tyrannis means "Get your foot off my neck."

The phrase is said to have originated with Marcus Junius Brutus during the assassination of Julius Caesar. In the U.S. it has particular infamy as the words shouted by John Wilkes Booth during his assassination of President Abraham Lincoln. The phrase has been invoked historically in Europe and other parts of the world as an epithet or rallying cry against abuse of power.

Thanks, everyone. If you looked at the link, you will notice that I covered up her boobie that was hanging out in the original seal image. I actually started out with it that way, but it looked a little too risque in pixelated format, so I hitched up her toga. :-D
