all i did was use edge logic on the second black 3 in row 6 to solve the last bit

BTW... his eyebrows are on the top edge of the blue makeup leaning inwards, and what seem like eyebrows is a frown in his forehead! I had to make it like this because I ended up with multiple solutions if I did it any other way.
I'm glad most of you were able to solve this (and enjoyed it!), I had the feeling it might be too tough. Goes to show that I'm not that good of a puzzle solver! :P
