Puzzle Description:

This is a lousy puzzle of our basketball hoop. When the net (blue line)is horizontal to the ground, it's tornado time. It has never failed to warn us.

Never a false alarm. The baskbetball hoop never lies.
The dishes in the cabinet are our earthquake warning system and they work very well. Joe, thank goodness your elephant alarm works so well; you wouldn't want to get caught unaware.

How much time does your horizontal net warning system give you? Seconds? Minutes? Days? I should imagine the dishes earthquake warning is a matter of seconds -- when you hear the dishes rattling, IMMEDIATELY drop, cover and hold. I believe that is the current thinking. I live in earthquake country -- because the Pacific Rim is VERY LARGE -- and the recommendations on what to do in an earthquake change periodically.
