I see a blue car on lower deck, red car on higher deck and a red flashing light at the top for planes/helicopters

and gizzard sensei often puts a description but i am in the same boat (no pun intended) as you on some of his puzzles

okay okay...its a double decker highway..the top has a tow truck towing...the bottom decker is just a car
by the way...california is one place where they have this type of highway ...remember the earth quack of past?
