Puzzle Description:

A staircase, one of many in the huge Victorian house that was the setting for Upstairs, Downstairs, a TV series from the United Kingdom that also aired on Public Television Stations in the U.S.

This might not be exactly the way it looked in the TV show. I had to improvise a little to make it solvable.
