I enjoyed this puzzle. I always remember that the short words go together and the long words go together,
red, left, port
green, right, starboard.

Port is red and stardoard is green, so the boat is going.

"Red right returning" refers not to the boat's running lights, but to the channel markers. So coming into a harbor, or upriver, stay to the left of the red markers (so the marker is on your right).
