Never heard of it, had to look it up. It's a freestanding structure that doesn't use a solid base to support its outside walls but instead uses underground concrete footings as bases for poles that extend above-ground to support the structure. They're considerably less expensive to build. They can be any size, from what we think of as an actual shed to a large building, and are generally used for any kind of storage. Our Hoover that came with the house is 30 feet by 50 feet. (9 meters by 14 meters) and is tall enough to park a couple of large RVs under it. I have never heard these structures referred to as a "Hoover", but they do come under my line of work (field surveyor). When our crew is doing a house plat survey, we are always unsure whether to include these structures. They are somewhat permanent; they are not going anywhere, but on the other hand, they have no foundation. That Hoover Buildings Company is the reason the word Hoover no longer means vacuum for us down here.
Ah, that might explain why I've never heard it referred to as a Hoover. I was very confused because I feel fairly Southern, having only ever lived in Alabama, Tennessee, Texas, Louisiana and North Carolina, but had never heard of this.
