There are several ways to finish this puzzle. In addition to the above, you can:
EL 7 c27 = r9 white (or there would be no room for the lower 1 in c24)
-or-
Distant EL 4 c28 (vs c24) = r1 w (or there would be no room for the upper 1 in c24)
-or-
extended EL 2 r1 = c27-28 w (it would trigger the remaining clues in r1-2 so there would be no room for the upper 1 in c24)
(any of which has LL to finish)
