Puzzle Description:

Literally the fear of water, but also a symptom of rabies (and its historical name)

It may be hard to interpret, but this is a dog's snarling mouth, with foam dripping below. The white bits on the sides are the dog's cheeks.

With the explanation in comment #1, the true image comes into focus. I could see an open mouth, but I didn't see the foam. I just thought it was a beard on a man. I see the dog face now. Nice close up.
