(I think this is more or less the same as David's hint, but I find the second step in his difficult to parse.)
C20: EL marks R5, R19-20 white.
C19: Any location the 4 in C20 is placed will account for at least 2 of the 3. R1, R5, R9-14, and R18-20 in C19 are white. LL.
R7: the 4 crosses at least one of C16-17. Either of these will put white in R11-14 C17-18.
LL to finish.
Found to be solvable with moderate lookahead by wombatilim.
