What phrase does this represent?

#1: CB Paul (cbpaul) on Dec 4, 2018 [SPOILER]

About 1/3 thru, I figured it was bold, lower-case letters, maybe arranged as an image. That last part might have been wrong.
out on the range?
out of your mind?
Close?
Anyhow, I really like this solve.

Out on arm?
Out over arm?
Thick out on thick arm?
Fat arm under out?
#3: Norma Dee (norm0908) on Dec 4, 2018 [SPOILER]
Short arm is used to describe someone too cheap to buy the drinks, but I don't see out out fits.
#4: besmirched tea (Besmirched Tea) on Dec 4, 2018 [SPOILER]
Out, From under
#5: JoDeen Mozena (ozymoe) on Dec 4, 2018 [SPOILER]
Out on a limb...took me awhile, but I got it before I read any of the comments! I think my mind is finally responding to the WD-40....
#6: Velma Warren (Shiro) on Dec 4, 2018
Fun solve, even if I didn't get the phrase.
#7: Joe (infrapinklizzard) on Dec 4, 2018 [SPOILER]
JoDeen got it! Out on a limb.

If you're not getting anywhere with one of these, try synonyms of the words shown. Especially hypernyms - that's a synonym that's more general - like from "arm" to "a limb".
#8: Jota (jota) on Dec 5, 2018
Hard one!
#9: Kristen Vognild (kristen) on Dec 6, 2018
