R13: Whichever way the 3 goes, R12C4 is black.
R12: If you start the 4 in C2 or 3, you hit a contradiction in C6.
You can solve with LL from there.

The hint Wombat gives above, when Wombat says "R12", it actually applies to R10, as far as I can tell.
