Found to be solvable with moderate lookahead by wombatilim.

R30: EL marks C1-20 and C24-25 white. LL.
C1: EL marks R25-29 white.
R1: EL marks C20-30 white.
R2: EL marks C1-8 and C26-30 white. LL.
R2: EL now marks C20 white. LL.
C1: EL marks R17-R23 green.

In case this is useful to anybody, I originally wrote:

"Hm. Wombat: Following your hint in #3, I couldn't make edge logic happen in column 1 or row 1, but I was able to do edge logic on the 8 in row 2 (your next two hints) to get going again. That took me to 25% (and filled in the parts in row 1 and column 1 from your hint), but now I don't see any edge logic in column 1, so I am stuck again."

But then I noticed that the last hint in #3 marks spaces as green, not white. That was what I needed to get going again and finish the puzzle. Cool!
