The maple leaf in the middle and the red sides make me think of the Canadian flag. But I'm not sure what the black squiggly stuff on top would be. So I am baffled. And amazed, Joe, that you found a photo of a person standing on a car, holding Canadian flags, and freezing, with a discussion of mis-heard lyrics. But I suppose that with enough people taking enough photos and putting them on the Internet, I shouldn't be surprised that this was out there!
No idea!
It's the only mondegreen I've heard about the Canadian National Anthem, so I went for it.
