I got the top first, and I thought those things were bugs, worms, caterpillars crawling around. But what would that have to do with road construction?

And what are those people doing? What is the frame they're standing in? Looking out the window at the work? Putting their hands over their ears because the work is noisy?

No complaints, those. It was a fun solve.

I guess you have never experienced looking through a viewing hole cut in a fence around a construction site. Because the holes are pretty small, people tend to put their hands on the fence about hole high so they can lean in to see as much as possible. They probably don't provide holes much anymore because people would be unable to tear themselves away from their phones.

I remember those! I wonder if today they would be considered a liability issue.

I don't know the history, but i'm wondering if they started putting holes in the fences to avoid liability issues. There were probably people curious enough to try to climb the fences and missteps on their part could result in serious injuries.
