I saw this rebus years ago in a book of witty things to write in yearbooks, the book was printed in the 1920's, maybe earlier, and it stuck with me. I started solving this at the bottom, I couldn't figure out what the two blue things were until I got the 4 ME, and I realized what the whole puzzle was, which made solving it much easier.
