Puzzle Description:
This is a famous scene from the legend of Robin Hood, the celebrated rogue who robbed from the rich to give to the poor. I'm trying to depict the climax of the archery contest, in which Robin's winning shot is often portrayed as splitting the arrow from his rival's previous bulls-eye.

I believe that Robin stoled back from the government and gave it back to the people who were over taxed.
Thanks for the comments! Tom, I think that, both in Robin Hood's time and in ours, the government is run by the rich and the poor are the hardest hit by taxes. So what you're saying and what I'm saying are different ways of looking at the same phenomenon.
