I was expecting the puzzle description to explain that this was a picture of something, such as a closeup of an igloo, or the view from the inside of a cloud.

It makes me think of a needlepoint design for the top panel of a cover for a square tissue box. (The tissues come out of the square hole in the center.) I've made one very similar to this. The side panels are designs from blue willow china (bridge, pagoda, trees).

Lol, Dave! I figured it was a decorative picture frame. I expected there to be something in the middle, but there wasn't. I imagine a lovely portrait is inside the frame. :)
