The blue dots in this puzzle can be re-arranged in hundreds of ways. I can't see how anyone could guess the right answer.

I think the puzzle needs some fixing. I'm going to unpublish it. Feel free to republish it when it has been fixed up a bit.

I can see the image that you're going for and it looks like a good one. I can't however get the blue dots the way that you want. I look forward to trying this again once the problem is solved. ^>^
