Edit: Looking at the difficulty rating, I'm wondering if I just missed something glaringly obvious and used all this complicated logic when I didn't need to. Or maybe everyone is just really smart tonight.

I used some edge and two-way logic to get some of the black done. I then focused on row 13. I looked where the 3 clue could go. It could either go in columns 8-10 or 14-16. If you try to place it in columns 8-10 and look at how this affects row 10, it will make row 10 invalid. So it must go in 14-16. I eliminated the right part of the row with the 3 (#11), then I saw c10r14 needed to be a dot. The puzzle fell out pretty nicely after that.
