According to Uncle Wiki, Joe is absolutely correct.
The first allows the enemy to see you, by the second cigarette the enemy kwows the direction of the wind, and the third he has had time to aim.

My version had the enemy sight the first cigarette, load and prepare to fire at the second, pull the trigger at the third.
