This is called BI NKA BI, "No one should bite the other." This symbol cautions against provocation and strife. The image is based on two fish biting each other's tails. I can't see that myself. Can you? Here is the image:

I can see 2 fish "joined" at the tail, but not "biting" each other's tails.

I think I can see it, if one looks at them as two sea-horses rather than "fish".

Of course, then it looks a bit lewd...

The solve was a bit tedious but it is a nice image.
