It reminds me of the raised braille letters - except I don't know them.

The morse code part starts at the same column - it doesn't end at the same column because of the unique combo of the dits and dahs associated with each letter
dit = single white square
dah = three white squares
But if it is a code, then it really isn't bilingual. It's just another means of transmitting words in English. The fact that I am illiterate in Morse doesn't mean I don't know the words that are being coded.#6: Thomas Genuine (Genuine) on Sep 27, 2013 [SPOILER]

Correcting for Engrish, he did state that he'd seen a similar puzzle, which perhaps inspired his series.
