I think it's moderate lookahead, here's how I solved it:
LL/CL to 60%
EL on R1:
R1 C47-62,68-74 are white
If R1 C41-46 is white the effects on R2 contradict the blue and green clues remaining in R2, so R1 C42-45 is red.
