This is logically solvable. Color logic gets you all the red, blue and green pixels. Then you might need edge logic on the 8 in row 20, or you might dispense with it. It gets tricky again near the end, when there are only a dozen or so cells left to do, but I found a lone blank cell under the balloons that I could prove could not be black, and that made the rest solve.
So, it's quite difficult, but do-able. And what a funny/cute picture.
