I disagree that this needs a political label…the politics have seeped in thru the comments, not by the topic itself.

To me, the distinction is that checks and balances describes the constitutional structure of government, while politics is how elected officials operate within that structure. In that sense, I'd call it a governmental principle rather than a political idea or issue. The other side is obviously a broader academic definition that results in "Political Science" students studying governmental frameworks. The other other side is obviously that this is semantics and I just want to solve another puzzle :)
