Another one that can easily be solved with just 25 clicks, the minimal needed, although the solution was not what I expected ...

It wasn't what I was expecting either. Nice little puzzle.

I bid three clicks

first 2 columns filled with a hover and V key. there are only 4 spaces left to fill, and they take only 2 clicks. hit save and the empty spaces automatically fill.
so, 2 mouse clicks.
