C4: EL marks R7 blue. LL.
R2: EL places the blue 4 in either C5-8 or in C9-12. Either of these puts blue in R3C7. LL.
C12: Whether R2 or R4 is blue, R2C10 will be blue.

Then line and color logic to 86%.
The 4 in row can only go in columns 5-8 or columns 9-12. If it's in columns 5-8, the first 3 in row 3 must be in columns 5-7, while if it's in columns 9-12, that 3 must be in columns 7-9. Either way, that 3 includes column 7.
Then line and color logic to only 87%.
Then I got stuck, looked at hints here, and Wombi's final hint turned row 2 column 10 blue.
