Wdb07 -- I am guessing that Jan designed it that way because adding the possibility of a third digit to the clue numbers would mean that the columns would all need to get wider, so it would have a large effect throughout the site.
Also, the site uses hundreds of tiny images of clue numbers that would need to be enlarged. There are images of each number from 1 to 99, and each clue can be in any of four colors, and each of those four colors can have a gray background or a white background, and each image is repeated in three sizes, so that's 99 clue numbers times 4 colors times 2 background colors times 3 sizes is about 2400 little images that are currently two-digits-wide and would all need to be re-drawn to be three-digits wide, which is a lot of work for not a lot of payoff. Though I suppose the digits of the number 100 could be creatively squashed into a smaller space, keeping the other digits the same width, which would be easier. But still I don't think it would make the site better to allow puzzles to be 100x100.
