Similar to Wombi, I got to 93% with line and color logic. Then I looked at the 3s in columns 15 and 16. Since row 6 only has red 1's, that means that if one of the 3s reaches up into row 6, then the other needs to go down into row 9. Row 9 has a red 3 there, and it can't have a break in the middle, so the 3 in column 16 can't go up or the 3 in column 15 would go down, causing a break in the 3 in row 9.
