Unfortunately, it was One-Strike-And-You're-Out for PATCO in the early 80s.
I was thinking of masons too, because they "strike" the mortar joints to get rid of the excess and give it a profile. I thought maybe the white space was where the wall is still being built or has castellation. They use different tools to strike depending on what shape they want the joint to be :)
