I solved all but the blue easily, but had to guess to finish the blue section.

LL solves all but blue
EL on C17: C17R9 is white

EL on R1 (looking at R2 and R3): if R1C21-22 is blue then R2C20-21 is blue, and the resulting white contradicts R3. So R1C21 is white. (possibly deep lookahead?)
EL on R1 (looking at R3): in all cases R3C27 is blue

Regarding this step in Philip's Hint: "EL on R1 (looking at R2 and R3): if R1C21-22 is blue then R2C20-21 is blue, and the resulting white contradicts R3. So R1C21 is white. (possibly deep lookahead?)"
You can't quite call that EL but it's definitely logical. I think it's few enough steps to consider it moderate.
