Found to be solvable with moderate lookahead by blurglecruncheon.

That's odd: The puzzle shows its Uniqueness set and its Solvability un-set. But #1 says that Andrew set the Solvability. So it looks to me like the software did something weird. I'll check the logs to see if I can figure out what it's doing.

Hm. I could spend a lot more time picking over the data to be more sure of this, but if I'm reading it correctly, Andrew, you set the Solvability and then published the puzzle, and the process of publishing *un*set the Solvability and it automatically set the Uniqueness.

I am not 100% sure of this, but I need to scoot, so I'm going to post that, because it's the best fit for the entries in the database log file.

Interesting! Well, interesting to me, anyway. I'm not sure anybody else would think so!

After color/line logic, you will need to do some EL in R19 on the 6 clue. If it goes on the right side, this will make R18 invalid, so it must go on the left. LL.

Imagine if R30C5-6 are dots, then how is R25 affected? It would make R25C5-6 both red and R25 invalid. So at least one of R30C5 or R30C6 must be red. In either case, R30C6 will always be red. LL to finish.

Interesting puzzle. Very tough solve for me. I find using a bunch of fire hydrants a little odd to symbolize community living.
