Been swimming around this one trying to think about it from different angles. I even google searched "fish-shaped instrument". I didn't expect anything useful, but I did find a bunch of stuff about a Latin-American percussion instrument. Unfortunately, I doubt the answer you are looking for, Brian, is guiro guiro.

Okay, so I literally looked up a list of different instruments, and then a list of varieties of fish to find some spelling similarity between the two topics.
