I had a suspicion that it might be this!
Shame that it requires some guessing..

Yeah, the problem with QR codes is that they will all not be solvable - this being one of those cases due to multiple solutions.

There is a lot of nice line logic that can be done, but we can't get to the end sadly.

Found to require some guessing by gator.
