Every cryptic clue is made up of two parts; a definition, and a literal description of the answer using wordplay. They can be in either order (though not intertwined) and there is no separation between them.

Bill, not all cryptics have the number of letters. There are a bunch of variety cryptics that have uncertainty about which clue goes where, or whether the answer overflows its space or is too short, etc. And that does make them harder.#8: Bill Eisenmann (Bullet) on Apr 15, 2020
And they don't have a picture to help you figure it out, either.
So far there's only been one cryptic that nobody's figured out... And that one had the letter count.
