The hint button finds absolutely nothing at first, but you can use some color logic to eliminate some of C1, R19, and R20. The blacks in C2 and R18 have only a couple of possible locations each and they will both need green in the outer rows/columns. C1: EL marks R2 and R11 white.
R18: EL marks C10 white. Minimal LL.
C2: Depending on where the 5 in C1 is placed, the 4 in C2 will be in either R7-R10 or in R15-R18. R19C2 can be marked white.
Line & color logic (keep in mind the green that is placed in R18C7 must be part of the 2nd 3 in R18) to finish.
Found to be solvable with moderate lookahead by wombatilim.
