After about the fourth time of getting stuck, instead of doing lookahead I started guessing so I cannot determine the solvability of this puzzle.

I *think* I just used moderate lookahead (it needed some 2-way logic on the top 2 rows, to get going). I really should pay better attention, now that I have the power to determine these things. :)

I'll try solving again, without using visual clues.

Yep! After LL runs out, the highest column value of the top 3 rows are (nearly) all 1s 2s and 3s, so there needs to be some summation/edge logic done. I was able to mark a square in R1 C10, and the rest of the puzzle completed nicely with LL.

A nice engaging puzzle. I saw what the main part of the picture was. I imagine other states can get/have gotten this treatment & I'd like to find those puzzles!

Edge logic on the top row worked for me. I placed the 3 black squares I could, then noticed a quick contradiction if c24r2 was a black square (the next part also follows if c24r1 is a dot.) That placed the 6 on the right side and made edge logic at the top. R1C15 has to be a dot, otherwise we have 3+/5/6.

Loved the puzzle!!!! Only thing wrong with puzzles like this is when the last dot or box is put in and it's over.
