Initial line & color logic solves 74% with only blue remaining.

R13-15: At least one of these 9s needs to go into C10. This marks R8C10 white.

C5-6: At least one of these 9s needs to go into R10. Either way, R10C6 is blue. LL.

C5-6: At least one of these 9s needs to go into R17. Either way, R17C6 is blue. LL.

C11: If the 4 has blue in R16-17, it makes R8 invalid, so R17C11 is white. LL.

C11: If the 4 has blue in R16, the 5 in C2 will need to go into R8-12, which again makes R8 invalid, so R16C11 is white. LL.

R15: If the 9 goes into C12, it places blue at both R12C3 and R12C11, which makes R12 invalid. Therefore, R15C12 is white. LL.

C11: If the 4 goes into R15, there won't be enough room for the 5 in C2, so R15C11 is white.
