Idk...I can almost believe it though, when you figure in foreign countries.... When I was in Romania, There were sooo many strays. and it was apparent that quite a few were beaten in the past. One park in particular I visited literally had not more than a couple feet between them. Stray dogs took up the entire space. Not much of a park, and so so sad! Get some hungry dogs going feral and hunting in a pack, I can easily believe it
