I did some guessing on this one. Fun image at the end.

Not sure how the image relates to the explanation?

#3 - think dr evil

Tough one but good!

Now that I looked up DR Evil, I understand the puzzle.

After line and color logic, I did lots of edge logic and some deep lookahead on the clues in C19 and C20. Then I found some contradictions that helped narrow down where the 1 clues in R5-7 could go. Lots more line and color logic, maybe a bit of two-way logic and interior edge logic.

Fun solve!!!

The final image is Dr. Evil holding his finger to his chin because that's what he does after saying "one MILLION dollars;" that's the connection to the title.

It may be hard to see the image because every part of a human brain wants to see his nose as a smiley face! = )

There needs to be some black right of the reds and there's only 1 number in each of those 5 columns to the right of the reds, so that got me started on narrowing down to 2 possibilities for the right-most columns.
For the left I narrowed in on the 6 & 5.

Don't understand the story that goes with the image, but the image is quite good.

I used edge logic on C19/C20, then I got a quick contradiction with R12 not being in C7-9.
