Edge logic in C8 makes R4-5 dots.
Next is a 2 move ahead step. If R10-12C13 is black, then the rest of rows 10 - 12 would be dots. This would make R7 or R8 invalid as you would have then fill in too many blacks. So R10-12C13 are dots.
Edge logic will make R9C13 and R5C13 dots. And R9C9 will be black then.
The 3 clue in C13 will either can in R2-3C13 or R6-8C13. This clearly maps out where the 2 clue in C12 can go. This makes R1-2,5,8-12C12 dots.
The rest solves with line logic.

Looks like someone in uniform on a pogo stick. The red maybe is a gun, so a cop? Chissong pointed out the lips, which looked like an arrow to me too, but I couldn't make sense of the arrow.
