Seb, forgive me if this is not what you mean by you don't understand. Wombat is explaining in shorthand, which many users already understand, that to complete the solve, he used Internal Edge Logic on Column 9 and 17. If that is not what you meant, than I cannot explain. But you can read more about edge logic and other forms of lookahead at this page on this very website.
